Plans for Hmong Village in St. Paul call for creating a community bazaar with a mix of retailers, restaurants and offices in a property that once housed school district offices. But before Hmong Village LLC could purchase the property at 1001 Johnson Parkway in St. Paul for $3.5 million, a land swap was hammered out between the city and the previous property owners, Lang Real Estate Acquisitions LLC and Steiner Real Estate Acquisitions LLC. Bruce Engelbrekt, real estate manager of financial services for the city of St. Paul, said that the city owned a parking area on Johnson Parkway that Hmong Village needed for its development. The city did an exchange of land with owners Land and Steiner Real Estate. Due to one parcel of land being bigger than the other, Lang and Steiner made up the difference of the trade by paying the city $17,146 on July 24. Then, Lang Real Estate sold the reconfigured property to Hmong Village. “I believe the property is going to be a marketplace of shops to service the Hmong community,” Engelbrekt said. “The fall grand opening was delayed due to the long list of required city documents and permits.
